I have just arrived home shortly after 10pm to find no street lights on in Lower Obs tonight, other than a few in Willow near the pool. Its pitch black dark and spooky and I felt very vulnerable. You can see nothing when looking down the streets except for shadows blowing in this wind. Councillor Thomas, is there any explanation for this? Jeannine
