I think that Annemarie has some excellent ideas, whatever the cost implications... and these can be resolved one way or another.
A good start would be to have a REGULAR and or PERMANENT POLICE PRESENCE with CAMERAS at the folllowing points (esp during high crime times like 10pm-6am daily and fully operational over weekends): 1. Mowbray taxi rank - on the taxi side of the railway line - this is a well-known drug dealing venue (Cnr Strubens and Durban) and a route out of Mowbray /Obs straight onto the N2. Additionally, the presence of traffic police at this intersection would add some visible security/ policing. The amount of times I have seen buses (hurtling down Durban Road at ridiculous speeds and taxis flagrantly disregarding traffic rules (to the danger of pedestrians and other cars on the road), are too many to mention. (Also important to note, that the pedestrian crossing in the area used by many mothers with small babies coming to and from Mowbray Maternity!) 2. Turn-off onto N2 from Observatory - right near Kotze Street, where UCT student was murdered. 3. Off-ramp from Obs onto N2 - right near Hartleyvale Stadium and the Obs Pool, and where the upgrading of the Liesbeeck walkway is still taking place. Is this something that OBSCID can drive? Also, important to mention - and definitely something for OBSCID to follow up on is the large vacant piece of land above DIXTON Street (behind Centre for Conflict Resolution), between townhouses and residential, that now gives permanent access and thoroughfare to the Strubens Road area and further afield to vagrants and criminals from the highway offramp - the vibacrete wall had someone drive through it a few months ago. The area is overgrown with big shrubs and bushes - visibility is poor, even in daylight hours. It has also become a dumping ground for old couches etc - and is a fire-hazard to the immediate neighbours. Can OBSCID follow up with owner of property to clear the grounds and fence the area properly?
