Please see below emails regarding the same Congolese homeless car guard who i 
think goes by the name of Martin, who parks cars in the Station Rd / James / 
Trill / Oxford Rd area at night.

He is known for his aggressive anti-social tendencies, trespassing on private 
property and suspicion of being involved in drug activities as well. We also 
doubt whether he is in possession of legitimate visa papers.

Earlier last week he became aggressive and abusive with the new owners of 8b 
James Rd and on Friday night I caught him moving the blocks on my driveway in 
front of my garages, presumably with the intention of inviting cars to park 
there - which he has done in the past. He became aggressive and started 
shouting at me and when I phoned the SAPS patrol vehicle he disappeared very 
quickly.

I strongly suggest that this man be monitored for his suspicious behaviour and 
be checked for valid visa documents.

has shorter hair now 2 months later, so I can't be sure. 

  He is central or West-African, very dark complexion, stocky medium build, 
speaks rapid English with a French-African accent and is very aggressive and 
confrontational.

  He parks cars in James and Station Rds and is based by the Kiddies Park area.

  Last night at about 9:30pm I confronted him because he was moving the bricks 
in front of my garages at 3 James and offering parking to car drivers here and 
he became extremely aggressive with me.

  I came out later to observe his activity and noticed that in addition to 
parking cars, he appears to be involved with drug dealing as well, because he 
appeared to stashing and retrieving small hidden objects from the ground 
amongst the parked vehicles in james Rd and then disappearing quickly around 
the corner into Trill Rd, while looking around suspiciously up and down the 
roads.

  I find this man's behaviour to be threatening and his activity highly 
suspicious and questionable and I strongly suggest that he be monitored

he brings, as well as the suspicion of the possibility of his knowledge of 
vehicle-breaking activity in the neighbourhood, amongst others.

      I strongly suggest that this man be checked for valid visa documents & be 
kept an eye on.
