I don't think the license of the documentation is likely to be different
from the code itself, but understand the need for clarity in cases like
this. However, the last e-mail from the author Ben Sapp to the Octave
mailing lists was in 2004, so you might have difficult tracing him to get
clarification. Looking at
http://ieeexplore.ieee.org/xpl/freeabs_all.jsp?arnumber=4227803
it appears he is still with Los Alamos and so his e-mail address you'll find
in the mail archives is probably still valid..
