I think this is on the right track. A few comments: (i) In giving definitions for the complete elliptic integral functions, I would explicitly set phi = pi/2. (ii) When documenting ellipke, in addition to stating m = k^2, I would explicitly write out the form of the elliptic integrals. (iii) On my computer, elliptic_test shows GSL as consistently slower than ellipke. GSL takes about 4.4s and ellipke 3.7s. I have: Pentium 4 2.40GHz, 1GiB RAM, Debian testing (Linux 2.6.24-1-686), Octave 3.0.0, GSL 1.11. It's interesting that my results are opposite to yours; I wouldn't draw any conclusions from this however.
