Yes, there is an actxserver function in the Windows package of octave-forge. This is installed by default by the octave installer for windows (Note: it is not present in the 3.1.50 snapshot release, as any other octave-forge package). It only support automation objects, not ActiveX components embedded in figure windows.
For instance, I've used it to extract data from an Excel file. Michael.
