I asked the about octgpr. Jaroslav Hajek gave me the following answer at Aug.

No, it is a problem with Makefile.in - a source (pakgpr.f) is not
mentioned. Strangely enough, my linker doesn't complain (though
pakgpr_ is certainly referenced) - that's why I missed this problem.
This should already be fixed in the SVN tree.

I have downloaded octgpr at  Aug. 28 from SVN. 
The version is already 1.1.5 but not 1.1.4 which is bundled at 20080831.

That is funny but I think that this kind of trouble is not serious when package 
manager kindly gives answer to a questioner as was done by Jaroslav Hajek.

Managaing of octave forge packages is perhaps tedius work to the 
octave-forge maintainer(s).

Thank you every time for your efforts to manage the packages by many authors.
