Back when I was learning how to program, my teacher told me that global
variables are bad, and that I should avoid them at any cost. So, I agree
with your motivation. I don't use the audio package so I was hoping
someone else would comment, but if it works, then I'd say commit it to
SVN.

I've never been a fan of distribution specific patches. I understand
that they sometimes are needed, but I think bugs should be fixed
upstream when possible. Is this problem really important enough to
justify applying the patch to Debian (isn't it mostly cosmetic?) ?
