I've made the executive decision to use Octave to write the tools. My
reasoning was

  * People interested in helping out usually know Octave (otherwise I
    suspect they wouldn't be interested) 

  * Octave itself needs tools for extracting help texts and sending them
    through 'makeinfo' as this is the basis of the help system in
    Octave. Hence there is an overlap in functionality that we might as
    well use to reduce the total amount of code.

I have some code for generating html help at

that you can look at if you'd like to contribute. The individual pages
for each function are quite nice in the current implementation, but
overview pages are somewhat lacking.
