I have misled your aim. Would you like to extend Jhandle?

If so, the msys components required for pkg install can be install by the 
distributed install package
by ckecking the Msys.  You need not install MinGW.
You have to install MSVC++ Express 2008 from Microsoft Homepage not but MinGW.
You can find the instruction for  mkoctfile and/or pkg install in my web.

Note for mkoctfile (and pkg install) for MSVC-octave 3.0.3.

Perhaps you have to install Sun-java but I do not use jhandle so that I have no 
further knowledge
about constructing Jhandle.
