I've been waiting for Octave to support "eigs" by default for a long time.
Every time I search on this topic, I discover numerous discussions about how
ARPACK is not GPL-compatible due to the requirement to notify Rice
University about using it. The ARPACK package here (
http://octave.sourceforge.net/packages.html) is still considered non-free,
presumably for this reason. But it looks like they have finally re-licensed
ARPACK with a GPL-friendly 3-clause BSD license without that restriction:

that Octave can finally support "eigs" by default? Or are there still other
reasons why it is considered non-free?
