Follow-up Comment #1:

Problems with Octave Forge packages should be reported to the Octave Forge
mailing list, [email protected]. A copy of this update to the
bug report is being sent to that list so that they are aware of it. Please
follow up there.

The author of the quaternion package passed away two years ago.  
It would be great if someone stepped forward to maintain this package.  One
easy thing to do would be to convert the old demoquat.m file to use Octave's
demo capabilities to embed the demos in the .m files of the package instead of
having a separate demo file.  But to get you started, I'm attaching a patch
that should allow the demoquat function to run.
