If you put this under the GPL, it creates a lot of problems for
redistributing your code. Furthermore, I am hoping we can purge the
non-free section, because we could benefit from having Octave-Forge
hosted in GNU's Savannah servers alongside main Octave itself, and we
cannot have non-free software in there.

The problem isn't Octave or the GPL. The problem is that there is no
free library that does what MOSEK does (or is there?). I would like to
encourage you to attack the root problem instead of writing free
wrappers for non-free libraries.
