Have you considered using a NEWS file to mention this things? With the new versions of octave, NEWS file of packages can have a bigger role. The news function can be used to read NEWS file of packages. Try "news control" for example. Also, after a user installs a package, if there is a NEWS file, pkg will remind the user about the file.
