The "looking for the latest version?" thing is misleading which
sourceforge adds automatically, I don't think it can be removed. It
applies to sf.net projects which do not come in separate packages.

Read the README in notepad or something. The text of the README is
also on the download page.

Those archive files you downloaded can't be uncompressed using
software that comes with Windows by default.
