It seems that HAL >= 0.5.10 provides a DBus interface called KillSwitch
that allow to monitor and toggle network interfaces. This should yet use
PolicyKit and it seems there is basic support to Dell laptops[1]

Status in Dell Inspiron Mini with Custom Dell UI: Confirmed

Bug description:
The aircraft manager utility is great, but it forces you to enter the password 
any time you like to swith wifi on/off.

The PolicyKit framework could be used instead plain gksu, allowing users to 
automatically authenticate when launching the aircraft-manager (if this is, of 
course, the behavior desired by user). See
