I have the same problem with Evolution in a Acer Aspire One. I don't know if this bug is just related to Inkscape only.

Apparently, Inkscape is still making menu droppings on the Win32 version. It seems to work until you click on the restore/maximize button, resizing the window to full screen. Then selecting something such as document preferences makes quite a mess.
