I do believe we'd be better if patches are submitted via JIRA than directly to the committers, so they could be viewed by all (including non-committers) and also in case one of us is out, the project is not held up. However, I didn't put this in because it doesn't seem like we have a consensus on it yet.
+1. There are two other reasons for having patches submitted via the issue tracker (best option) or the public mailing list (not as good an option as the issue tracker, but still better than private email to committers): 1. A publicly-documented submission relieves us of the need to seek an iCLA from that individual, and 2. It reduces the burden on individual committers. If committer X was involved with OFBiz for a while and then doesn't have time for it for whatever reason, we don't want committer X to have to receive OFBiz emails, nor do we want committer X to be a bottleneck in forwarding patches / ideas / emails to the mailing list(s).
