Which end user docs are you referring to?
The ones from OpenSourceStrategies are, I believe, in the Word doc format but with OpenOffice could certainly be converted to odf. The stuff from Undersun is still sitting in the online doc server. I asked around for volunteers to move it to the Jira server at docs.ofbiz.org, and while a few people expressed interest nothing has gone into that yet.
