Order Complete emails fail for Parties without UserLogins

An Order Complete email that is sent to a party that does not have a UserLogin
will always show "Order not found with ID (id), or not allowed to view."
The script driving this notification comes from the ecommerce component
(orderstatus.bsh) and expects a userLogin to be present. It also gets the
partyId from the expected userLogin.
