not sure if this is what you want, but to initiate an http upload you can do
it with a multipart form post:
<FORM ENCTYPE="multipart/form-data" METHOD=POST name="photoupload"
action="<your dll>">
<TABLE BORDER=0>
<TD>Photo File</TD>
<TD><INPUT TYPE="file" NAME="PhotoFile" ></TD>
</TABLE>
