Embedded Visual C++ isn't that bad, once you get into it.

If it is PPC 2003 you can use compact framework, which allows you to use
Visual Studio 2003 and any language in that, and reading between the lines
the next major patch for D8 may include support of CF.NET

If it is PPC2002 or less then there is an embedded VB you can use.

Hi all.
Hey I just brought a Windows CE device off Trademe.co.nz and NOW, I want 
to write some programs :-)
I know that a company called NS-Basic do a tool, but they dont have a 
demo download, Appforge only do it for Windows Phone devices.
Does anyone else know what else is availible? I am not keen on a C 
language if I can get away with it.
