The following patches allows the ibping diag utility to work on Windows when running with the -S (server) option. It also fixes an issue with IBAL leaking MADs when processing received vendor specific MADs.
I've tested that the stack comes up and all ib-diags work with these changes. However, since this touches lower level MAD code, it would be nice if a couple other people could test these changes, specifically to validate RMPP, BM, and MLX vendor MADs.
