yet another idea (which may actually align with the others, which I
admit, I haven't read thoroughly). This was suggested by a member
of the security community, JohnZ:

Allow anyone who is interested in governance become a member,
but they must actively vote to maintain membership. That is,
if they miss two consecutive elections, they lose their member
status.  Membership status can be regained when the individual
becomes interested again. Members could actively resign from
the electorate as well, if they wished.

This meets my needs of not ending up with a bloated electorate
after a few years - as it's self weeding. (well, someone would
have to review "registered vs voted" and retire those no longer
active, but it's very black & white)
