Apropos of the current "how to seed CG CC lists" discussion,
is there an underlying assumption that, to be a C or CC you must
first have an OS.o username?  And/Or that being a community
member implies having such a username?

I'm thinking about both ON and ARC here - there are some people
on the ARC lists (licensees...) that AFAICT have no presence
at all on OS.o or in its communities - even though they may
play key and active roles in doing ARC stuff that impacts and
benefits the community.

What is the right thing to do in this case?  (where "right"
implies goodness to the community at large, the CG /and/
to the person)
