The Board decided in Monday's meeting to explicitly not stop approving
new CG requests pending resolution of the "reorg" process, choosing instead
to move forward with both efforts in parallel, even if it means that we
will need to rewhack some "just approved" CGs to fit the new scheme.

In other words, we'd rather apply the principles of encouragement and
empowerment instead of dumping "stop energy" on a team that wants to
do something now.

Both the Emancipation and PowerManagement teams know we are working on
restructuring in parallel with their efforts, neither one wishes to
wait until the OGB gets its act together on the reorg before they can
start doing their stuff.
