Plocher's Objectives:
make it easier for people to get things done
simplify the community structures and relationships
reduce the number of sub-communities that require "high cost governance"
(i.e., most of the existing CG's aren't doing that governance today...)
make the structure reflect current practice
modify the rules to allow future restructuring to be done easily
and organically as the community and its needs evolve
