Ok, I see. I'm clear about the need for this. Electorate is not an 
external facing collective, per say, but necessary for implementations 
and decision-making purposes.

Ok, I understand better now and agree. I'm fine with your structure. I 
see 4 Collectives and 9 Roles, and the mix and descriptions seem 
reasonable.
