Yes, it is a whole OGB issue. But good Bords breaktheir work down into  
areas under the oversight of individual members and then gather wider  
groups around them so that the decision making is not a mono-culture.

It's up to the OGB to decide, but we need to move to a model of wider  
governance - the OGB is not automatically blessed with all the skills  
needed for any task. One way to do that is to form Board committees to  
handle key work. These can be goal-based or function-based. We'll  
hopefully have two function-based Committees soon as well, for  
Membership and Group Resourcing decisions.

This Board Committee is a goal-based one, preparing a recommendation  
for the OGB to briefly consider and endorse. Discussion on-list is  
fine and appropriate but sometimes it takes more than that to build a  
workable proposal and I'd expect this Committee to have a call or two  
to sort out anything too difficult to resolve to consensus on-list.
