I updated the proposal tonight. Put the roles in the context of their groups. Added electorate as a group with member and OGB member as roles. Wrote some introductory text. Put a placeholder for the Communities vs SIGs issue. Also drafted an initial group proposal process. Didn't edit the existing text on the membership process yet. A few other things here and there.
