In the case Bill cites, the original project proposal was short on details as well. The sparse announcement seems to follow directly from that. Given the place that announcements take in the process, I would propose that, instead of moderating, we ask for a draft announcement as part of project proposals. That way, we can discuss these before they become points of confusion.
