Okay, I just talked to Bonnie, it seems that I was just confused
by the label: core contributors & contributors are all members
of the 'electorate', but only core contributors can vote.

I think Alan's last email to AlanC explains what happened

And on another thread, AlanB just sent out a URL that
can be used for this. It would be good if it was linked
from the top level auth page once you logged in.
