Per email from Elaine today, there are only 378 members who are Core
Contribs AND who have validated themselves with the auth webapp.  (I have
the list if you want it...)

The difference between Jim's and Elaine's list is 50, the number which
Elaine says are CC's who have not auth'd.

We (OGB) decided that non-auth'd CC's would not count or be counted.

What are the correct total and quorum numbers?
