Unfortunately, I don't know who is and who is not familiar with the process.

However, I am heartened to know it isn't the case.

I sincerely appreciate you helping me understand the process better
from a high level.

I wasn't thinking of Indiana specifically, though that could apply as well.

I was thinking more of the distribution project I had mentioned in my
first version of the Distribution CG proposal.

Doing a "bleeding edge" release of ON is attractive me personally for
testing, etc. purposes.
