Facilitators basically keep records and make sure information flows 
between Community Groups and the OGB. It was never a popular role, 
though, so we got rid of it. Also, there's nothing in the current 
constitution giving facilitators the role of bringing disputes (though 
one certainly can if need be). And actually, the current constitution 
says any of the participants involved in a dispute may appeal to the 
OGB. It seems that's the best way to go ...
