My intent (if it matters :-) was to provide for a formal editorial
team to be responsible for the non-Project and non-Community
page content on OS.o.

There are quite a few of these pages, and today their "Leaders" are an
arbitrary collection of random people who were in the loop when the
page in question was first created.  Examples: Site-wide L&F/Branding,
the main page, downloads, FAQ, Roadmap, Portals ...

My suggestion was that the people already doing this work (i.e., the
list of existing Leaders) be considered as candidates for (or defacto
members of) this committee; Rich got the AI to simply appoint them.

The problem being solved here is that of
     "Who authorizes changes to pages that speak for the community?"
