Having the right to vote on something does not mean a vote is necessary
before it takes effect.  The OGB can take action on anything not
explicitly excluded from them by the constitution.

The right to vote means that a group of Members may ask for such a vote
and, if they meet the minimum stated in the constitution for placing a
vote on a ballot, then the Members can vote on the item.
