I think that is up to the networking community to decide.  Its possible 
that as a leader in the community, you can do so unilaterally, though 
I'd recommend you discuss it with the other networking leaders.

I think all that is required after that is to send a message to the OGB 
with your grant, though I definitely recommend also including the person 
you are giving the grant to.  (It turns out that there were a number of 
people earlier who received grants, but were unaware of them.)

Thinking of nominating me?  (I have no networking contributor grant. :-)
