This concept is already implemented in the new XWiki beta site, and it`s articulated in the documents we have published. Background: We have been housing UGs as Projects sponsored by Advocacy for 2 years now as an excellent temporary solution to accommodate their growth until we got the new constitution to recognize them under governance and the new site to implement them as a separate collective. So, when we move to the new site in Sept, UGs will be their own collective and will not appear in the Project list. But since the new constitution (which was written to account for UGs) failed to pass in March, and since UGs are not mentioned in the current constitution, the Advocacy Community Group will have to continue considering UG proposals for infrastructure and it will have to continue sponsoring those UGs as well. This way we can continue a well-known community process for creating infrastructure on the site even though UGs are, in reality, not even recognized under governance.
