One of the things that we probably need to start discussing is the various
options that are available for community groups and projects in terms of our
mailing list infrastructure, especially for what configuration is appropriate.

I'm reasonably confident that all mailing lists should have *mandatory*
archiving. I'm less confident on some of the other options ie. approved
subscription before posting, dropping outside postings for non-list members, 
etc..

I think we need to have that discussion, especially since there are a few
mailing lists being created, where there has been different interpretations of
'open development'.
