While the fact that it's been approved cannot be questioned, the old
constitution doesn't specify a timeline. (So we're empowered by the
charter to make one up.)

I know I've been assuming it automatically comes into play with the
transition to the incoming OGB on April 1st, but I've just realized that I
have nothing to back that assumption up.

If we're uncertain, I'm tempted to move that the (outgoing) OGB notes
that the proposed new constitution has been approved by the electorate
and that its terms will be taken to apply from 00:00 hrs on April 1st 2010.
