OK, my interpretation was wrong.

But what does 'derivative' mean, in this context? How much has to depend on
existing rules? If I design a combat system from scratch, but which relies
on the stats, skill ranks, etc, of the D20 SRD, that's probably
derivative...but what about, as FrogGod suggested, a "Star Goes Nova"
table?  Or a new skill? Is anything which includes a DC table 'derivative'?

So we now have THREE types of content in a single document:OGC, PI, and
"none of the above".
