I believe you are correct. I haven't read all of it , but I have read
the first half of it, and the d20 SRD is missing any explanation of
how levels work. Including things like creating a character, gaining a
level or multi-classing.
It's essentially excerpts from the 3rd edtion PHB. How multiclassing
works is explained at the end of Chapter 3 in the PHB. If you look at
the end of section 3 in the SRD, there's nothing about multi-classing.
So, if you don't want to buy a PHB but want to know how it works, go
look at one in a store and read pages 55-56. (that's 1st printing,
might be different in newer ones...) :-}
