I think that they're supposed to.  I'm going to propose to my players that 
we use the new system in D&D after we try it out.

The other balancing factor is that a hero w/ 0 vitality points is 
"fatigued."  Finally, an easy mechanism showing affect of combat on the 
combatants, short of death.
