Are you sure you're reading it correctly? There's a hyphen at the end of 
the line that might be tricking your eyes:

p 73 - Special: Elves get a +2 racial bonus on Search checks, and 
*half-elves* get a +1 racial bonus. 

Unless your copy has a misprint, it's half-elves, not halflings, that get 
the bonus (and is so noted in their racial traits.)
