Since the OGL is listed in its own Section 15 it appears as if it is a "covered work" within the meaning of the OGL. That would seem like it would be either PI or OGC. However neither is declared, leading one to believe that it is neither OGC nor PI.
So, why is it listed in Section 15 masquerading as a "covered work"?
