Not really. PDF files _are_ programs, designed to run in
an interpreted environment. Their nature is descriptive, but
they do so in a manner best described as program code.
Not that this diminishes your point. The difference is
intent, and PDF files aren't "programs" in a way in which the
spirit of the GPL intends.
