This is the first legitimate problem I've seen detailed this way; Thanks!
To solve the above, you could write "when fighting snakemen, mongoosemen
have a <I>+2 to hit</I>."
Of course, I personally think only the most rabid WotC lawyer would try and
press a case with such a vauge reference, but that's just me.
(You could also say "Mongoosemen have a rabid hatred of snakmen. <I>To
reflect this, they gain a bonus equal to the Ranger's favored enemy class
skill.</I>"
