To the best of my knowledge, the SW:RPG will explicitly State that it is a D20
game. To not do so would defeat the purpose of D20.
If you extract verbatim any rules modification from the starwars game, you risk
prosecution. The SW:RPG is in no way open, none at all. THey can do this,
because they are the Licensor, not the Licensee.
Incidently, you don't need the PHB to play a D20 game, you need the D20SRD which
is a seperate document. (although D&DPHB contains much of the same info.)
