You've seen the typeface on software licenses, right? They could do the
whole OGL in half a page. Not that big of a cut.

While those would fall under the periodicals side in a typical structure,
they ARE specific to Tabletop RPGs. While Ryan might not have too much to
say about The Duellist, he probably has at least some weight as far as
magazines which directly relate to his purview go. *grin*
That said, he did say he'd talk to them, and see what could be done. I
suspect we're looking at the possibility, and there's no way to tell what
direction that will go in. At any rate, it will be a good long while before
we see any real movement, since Magazines are produced a fair bit in
advance. (My September Dragon was in my home by the 15th of August, I'd
imagine the October one is well along in layout and preparation for press.
